TAPT Slate of Candidates 2004-05


President 

Lane Emmett 

Lane is currently Director of Transportation and Safety for Port Neches- Groves I.S.D.   He has been in that position for the past 14 years, starting as a teacher and bus driver in 1974. 

Lane has been active in the South East Texas Association for Pupil Transportation and has served that organization in many capacities, including President in 1998-99, and currently as President. 

His involvement in TAPT includes Road-e-o worker, Region 3 Area Director, Site Committee, Constitution Committee, Historian, Parliamentarian, and Secretary.  He is currently serving as President-Elect. 

Lane has represented Texas at the Southeastern States Conference three times.

Lane holds a Bachelor of Science degree in Industrial Arts and a Masters of Education from Tarleton State University.   


President Elect
 
Aaron Hobbs Elected

Aaron is currently the Terminal Manager for the Delmar Motor Pool of Houston ISD.  He has been in school transportation for over 25 years, starting as a bus driver.  During his 23 years with the Dickinson ISD he worked as the Dispatcher, Route-Coordinator, Supervisor and Assistant Director in charge of transportation. 

Aaron has been active in the Gulf Coast Association for Pupil Transportation serving as its Treasurer, Secretary, Vice-President, and President.  He has been actively involved in TAPT for over 15 years.  Aaron has served on the TAPT Nominating Committee, Site Selection Committee, Area Director, Historian and currently as Secretary.  Aaron has also been invited and attended four times to represent Texas at the Southeastern States conference. 

Aaron is certified as an Official with TAPT since 1997 and as a Supervisor with NAPT since 1994.


 

David Morris 

David serves as the Director of Transportation for Ector County ISD.  Prior to this he served as the Director of Transportation for Hereford ISD.  David has been in student transportation for 17 years. 

He currently holds the office of Area 1 Director.  David is also past President of the Panhandle Association for Pupil Transportation and is actively involved in the West Texas Chapter of TAPT. 

David holds a Bachelor’s Degree in Theology.


Secretary 

 

Jim Norman Elected

Jim presently serves as Director of Transportation for Bowie County Schools.  Bowie County Schools provides regular transportation for the thirteen school districts of Bowie County.  Jim has served as director for 14 years and was previously owner of a private business.

 He currently holds the office of Parliamentarian of TAPT, serves on the TAPT Certification Committee, and is a certification instructor.  Jim has also served as TAPT Area 02 Director. He has been an active member of TAPT for 13 years and has served in each office of the North East Texas Chapter.

Jim completed his certification in 1998 as a Certified Texas Pupil Transportation Official and in 1999, completed his certification as a Certified Director of Pupil Transportation from the National Association for Pupil Transportation.

He holds a Master of Business Administration degree from Southern State College in Magnolia, Arkansas.


Linda Berrier 

Linda presently serves as Supervisor of Transportation at Carrollton-Farmers Branch ISD.  She has been in school transportation for 23 years, starting as a driver and working her way up through the ranks.

Linda has been very active in the North Texas Chapter for 15 years and is serving as President for 2003-2004.  She has also served for the past 3 years as Treasurer.  Linda also served on the TAPT nominating committee 2002-2003, and the Registration committee 2001-2002.  Linda also helped with the Special Needs Road-e-o at state conference in McAllen.

Linda is dedicated to these organizations, and it shows in her hard work.


Treasurer (2 year)

 

Marisa Weisinger Elected

Marisa is presently serving as Historian for the TAPT Executive Committee.  She is the Director of Transportation for Columbia-Brazoria ISD and was previously employed at Huntsville ISD and Birdville ISD.  She has been in Transportation for 17 years.

She has served as Treasurer for the Gulf Coast Chapter and is currently the Secretary.  She has also been a member of the North Texas and Region XI Chapters.

Marisa is a TAPT Professional Certification Instructor, has served as the Principal Coordinator for the “Train the Trainer” School and has chaired and served on several TAPT Committees.  She has a business management background and has presented at national and state conferences and workshops.

Marisa is married to Brian Weisinger and together they have 4 children and one grandson.


 

Jackie Ward

Jackie is currently Transportation Director for Belton ISD.  She has been with the school district for 17 years, 9 of those years have been in the transportation department.  Jackie started in the department as the Dispatcher then moved to the position of Route Supervisor.  The last 6 years she has held the position of Transportation Director.

Jackie has been active in the Heart of Texas Chapter of TAPT for 9 years and has served in several capacities, including President in 2001-2002.  Involvement in TAPT for 9 years includes attendance at every State Conference since 1995, serving on the Speech Committee for 3 years, and the Bus Specification Committee for one year; she received her Transportation Official Certification in 2001.

Jackie has also been invited three times to represent Texas at the Southeastern States conference.

Jackie and her husband Mike have been married for 27 years.  They have 3 sons, 3 daughter-in-laws, four grandchildren and one on the way.
Historian

 
Mike Williams

Mike is currently the Area Director at the Kleberg Service Center for Dallas County Schools. Prior to his current position, Mike was the Transportation Director at Rockwall ISD.

Mike has been in school transportation industry for twenty-five years. During that time he has served as a Division Manager and a Corporate Operations Director for Laidlaw Transit and Southwest Student Transportation. He has also been a Transportation Director for several school districts across Texas.

Prior to his career in school transportation, Mike worked for the U.S. Postal Service in several capacities and retired as a Postmaster in the Dallas, Texas office.

Mike is an active member of the North Texas Chapter of TAPT where he currently serves as the Reporter/Historian and as a regional Road-e-o judge. Beginning with the 2004-05 school year, Mike will serve as the Secretary for the North Texas Chapter of TAPT. Mike is a certified TAPT Official and teaches certification classes and presents various workshops at TAPT conventions.


 

Carl Kirst Elected

 Carl received a Bachelor of Music Education Degree and Secondary Teaching Certificate from Southwest Texas State University in San Marcos and later a Master of Science in Education with Mid-Management Certification from Texas A & I University in Kingsville. 

 He taught private piano and organ lessons for nine years and later began a career in public school transportation as a driver, mechanic helper, station manager, Assistant Director and Director. 

Carl spent his first ten years in Transportation at Northside ISD in San Antonio and has been in Victoria ISD as Director since October, 1988. 

In 1984, Carl married Melinda and they have two daughters, Stephanie and Andrea, currently ages 18 and 16.

He is active in various regional, State, and National professional organizations.  Other interests he has include church musician, church organizations, numerous trips to Europe and the Holy Land, and hobbies of traveling, photography, and woodworking.


Area One Director (2 Years)

 

Kirk Self Elected

Kirk currently serves as the Director of Transportation at Canyon ISD.  Prior to this, he served as Assistant Director of Transportation, Dispatcher, and bus driver all at Canyon ISD.  Kirk has worked 10 years at Canyon ISD. 

At the chapter level (Panhandle Association of Pupil Transportation) he holds the office of President Elect.  Kirk also has held the position of Secretary (2000-2001), President (2001-2002), and Program Chairman (2002-2003).  Kirk has been a member of TAPT for the past 6 years.  Kirk attained recognition in 2002 as a Certified Texas Pupil Transportation Official.  Kirk has helped serve as a trainer with “Train the Trainer” program for TEEX the past 3 years.

 

He holds a Bachelor of Business Administration degree from West Texas A&M University.  Kirk is married to his lovely wife, Brandy, and they are the proud parents of their daughter, Kaylee who is 2 years old.


Gina Williams 

Gina currently serves as Assistant Director of Transportation for the Monahans-Wickett-Pyote ISD.  She has worked for M-W-P ISD for 26 years. 

Gina competed in the West Texas Association for Pupil Transportation School Bus Safety Road-e-o for 20 years.  Of those 20 years she qualified for the TAPT State School Bus Safety Road-e-o to National Competition.  She represented TAPT in San Francisco, CA., Minneapolis/St. Paul, MN., and Charleston, South Carolina.  In 2003 and 2004 she helped Co-Chair the TAPT State School Bus Safety Road-e-o.  She has been a member of TAPT for 20 years.  She is attending classes to receive her official certification. 

Gina has been a member of the West Texas Association for Pupil Transportation for 20 years.  She is currently Treasurer of WTAPT and in 2002-03 she was Secretary.  She hosted the WTAPT School Bus Safety Road-e-o in 2003.


Area Three Director (2 Years)

Samuel X. Davila

Sam presently serves as the Director of Transportation for Conroe ISD.  Previous positions included managing the Delmar and Butler Transportation Terminals for the Houston ISD and Supervising the Field Trips Section of Routing and Scheduling along with completing Special Projects for the Department.  His final assignment for Houston ISD before reporting to Conroe ISD was their Fleet Manager, which consisted of managing over 1500 vehicles.  Sam achieved the rank of Captain in the U.S. Army during his 8 year tour of service prior to joining Houston ISD in 1998.

Sam has previously served as the Area 3 Nominating Committee Representative.  He has been active in TAPT both as a member and instructor.  He is also an active member in the Gulf Coast Chapter and has assisted with the local school bus Road-e-o.

Sam earned his Texas Pupil Transportation Official Certification in 2001.  He earned, through Houston ISD, his Consultant Associate Certification in 1999 and Management Instructor Certification in 2000.  He holds a Bachelors of Arts from Sam Houston State University.


  

Bill Powell Elected

Bill presently serves as Assistant Director of Transportation: Human Resources in the Cypress-Fairbanks Independent School District.  Prior to his current position, he served as School Bus Driver, Dispatcher, Supervisor and Director of Transportation for the Canyon ISD; Elementary Special Education Teacher for the Boles ISD; and Director of Transportation for the Magnolia ISD.

He currently holds the office of President of the Gulf Coast Chapter of TAPT and has served as Secretary, Treasurer, and Vice-President of the Chapter.  He also served as Secretary in the Panhandle Chapter of TAPT.  In addition, Mr. Powell has served as a Texas delegate to the Southeastern State Conference; a Train the Trainer Instructor; Region IV School Bus Drier Certification Instructor; TAPT Certification Committee member and Instructor; and has served as a member of the TAPT specification committee for three years.

Bill is a graduate of West Texas A&M University.


Nominating Committee Area One

 

Angie Jimenez Elected

Angie presently serves as Transportation Operations Manager for Ector County ISD and has held this position for four years.   

She currently holds the office of Secretary of WTAPT and has been an active member of the West Texas Association for Pupil Transportation for the past four years.

Angie attained recognition this year 2004 as a Certified Texas Pupil Transportation Official.  


Ray Leftwich 

Ray presently serves as Special Education Manager at San Angelo ISD Transportation.  He has served in this position for 3 years.  Before this he was the Bus Driver Trainer since 1995.  He has attended the TEEX Train-the-Trainer course in College Station.  He is also a consultant for the Region XV Service Center where he holds certification and re-certification classes for the state. 

He currently holds a position as secretary/treasurer for the local chapter of TAPT (Concho Valley Region XV Association for Pupil Transportation).  He was the first president of this chapter and held it for one year.  He has been an active member in TAPT for 4 years and attended conferences in Pharr/San Juan/McAllen, Austin, and Lubbock. 

He holds a Doctorate in Commissioner Science through Boy Scouts of America, an associate of arts degree in criminal justice, and an associate of arts degree in accounting.  The last two degrees were obtained through the Army in 1979.


Nominating Committee Area Two 

Steve Levering 

Steve presently serves as Director of Transportation at Grand Prairie ISD.  Prior to this, he has served as Director of National Accounts with Life of the Southwest, Director of Risk Management at Alief ISD, Director of Property & Casualty, Workers’ Compensation Loss Control with TASB, Transportation Supervisor at Alief ISD and Teacher/Coach. 

He has served on the Board of Directors of the Texas Safety Commission, Chairman, Risk Management-TASBO and served as a Captain for Katy Fire Department. 

He has been active in many professional organizations and has been a guest speaker at many national conferences.  He currently presents programs at the TAPT Annual Conference. 

He holds a Master’s Degree in Education with a Certification in Mid-Management from Prairie View A&M.


 Walter A. Wilson Elected

Walter presently serves as Operations Manager at Rockwall ISD.  He is also one of the Safety coordinators for the district.  Walter is responsible for the day-to-day operations of the transportation department.  He has been a bus driver, driver trainer and the discipline coordinator.  He has taught ‘Student Control and Bus Conduct’ for several districts around the area. 

He has just been elected as the 2004/2005 President of the North Texas Chapter of the TAPT.  Before this he served as the Secretary and as the President Elect. 

Walter has obtained the level of Certified Texas Pupil Transportation Official. 

He holds a Doctorate of Theology and a Master of Business Administration from Bishop College/Dallas Baptist University.


Nominating Committee Area Three

  

Jon Farmer 

Jon is currently the Director of Transportation for the Splendora ISD.  Prior to that, he was the Assistant Director of Maintenance and Transportation.  He has been involved with school transportation for eleven years. 

He is currently an adjunct instructor for the Texas Engineering Extension Service.  He teaches the school bus driver trainer courses.  He is also certified by the Pupil Transportation Safety Institute to teach Special Needs bus attendants.  Locally he has been an instructor for driver certification and recertification through Region VI.  Recently he has become a presenter of TAPT certification courses.  He has also been involved with the Gulf Coast Chapter School Bus Road-e-o for several years and has been a buzz session leader at the state conference. 

Jon is a certified Pupil Transportation Official.  He holds a B.S. in Agricultural Economics from the Texas A&M University and a M.S. in Financial Management from the U.S. Naval Academy Postgraduate School. 

 


Rhonda Davis Elected

Rhonda has been with Dickinson ISD for 14 years.  With a degree in Occupational Health and Safety, her previous experience within the district included being the Safety Coordinator, which she was over Safety, Health and Compliance and the Custodial Department.  She has also presented at various conferences, workshops, and training seminars. 

Rhonda presently serves as Director of Transportation at Dickinson ISD.  She is also the Asbestos Management Planner and Environmental Manager for the district.  She is an active member of the Gulf Coast TAPT Chapter since 2001 and Texas Safety Association since 1995.  Rhonda is also involved with the School Bus Road-e-o at the local and regional level.

Joe Hart  Elected
Joe is in his fourth year as Director of Transportation Services for the Killeen ISD.  Prior to this, during his 26 years as a Transportation Officer in the US Army, he worked as a logistics officer; a war plans officer for US forces in Europe, Korea, and the middle east; the passenger travel officer for US forces in Korea; Transportation Battalion Task Force Commander in Desert Storm; Division Transportation Officer for the 1st Cavalry Division; and a Director in the Army’s testing command where he provided support for the testing of all new Army equipment.  Before entering active duty, he taught Drafting and Architectural Drawing for two years at Pampa High School.  

As an active member of the Heart of Texas TAPT Chapter, he has served on the Road-e-o Committee and participated in annual Chapter fundraising activities for the local CPS organization.  For three years he has led the Killeen Transportation Services personnel in a “Fill-A-Bus” food drive for Thanksgiving.  Also an active member of NAPT, he has served on the national School Bus Safety Week Committee for the last two years and has attended the national conference for the past three years.  He is also an active member of the Texas Association of School Business Officials.

In 2002 Joe attained recognition as a TAPT Certified Texas Pupil Transportation Official.   He holds a Bachelor of Science degree in Industrial Education and a Master of Education Degree from West Texas State University (now West Texas A & M University) and teacher certification in Industrial Education. 


 

Nolan H. Anderson, Jr.  
 
Nolan has a Master of Science- Management from Troy State University, Troy, AL '77 and a Bachelor of Science- Biology from Wiley College, Marshall, TX '69. 

His professional positions include:  Assistant Director- Transportation, Northside ISD '98 to present; Assistant Director- Facilities/Custodial Services, Northside ISD '92-'98; Director of Alumni Affairs & Interim Development Officer, Wiley College, Marshall, TX '90-'92; and U.S. Air Force- Transportation (traffic management (passenger, cargo, and household goods movement); vehicle  (fleet) operations & maintenance; cargo/passenger airlift; household goods shipping office/water port/commercial shipping agency management inspection) and Commissioned Officer Training (commissioning authority; standardization/evaluation; and curriculum preparation) '69-'89. 

He is a currently President & member of the CENTEX Chapter of TAPT, having served in other officer capacities and on various organizational committees and an active member of TAPT. Nolan also is a Certified Texas Pupil Transportation Official.

Benito Salinas Elected

Mr. Salinas presently serves as Director of Transportation at La Joya I.S.D.  Before this, he served as an Instructional Supervisor at Diaz/Villarreal Elementary, before that he served as an Elementary Teacher, and before that, he served as assistant Transportation Director. 

He currently serves the STAPT as Secretary. 

Mr. Salinas holds a Master of Bilingual Education degree, a Master of Education in Supervision degree and a Principal degree from the University of Texas Pan American. 


Robert Salazar 

Robert presently serves as Transportation Manager for South Texas ISD.   

He has served South Texas ISD for the past fifteen years as Transportation Manager, Director of Operations and Maintenance and the Transportation Supervisor.
